  Brent crude futures rose 80 cents, or 0.97%, to $83.29 a barrel by 0303 GMT. U.S. West Texas Intermediate futures rose 64 cents, or 0.83%, to $77.93.
  
  Oil futures settled up at over $3 a barrel on Thursday as Iran reviewed a bill to ban U.S. and Israeli vessels from the Strait of Hormuz where roughly a fifth of the world’s oil and liquefied natural gas transmitted before the war began at the end of February.
  
  Prices fell earlier in the week as a possible solution to the ongoing conflict looked more likely but benchmark Brent breached $80 on Thursday after falling below that for the first time since July 13. Both benchmarks were headed for a weekly loss of about 8%.
  
  Analysts said the events that have unfolded this week signalled that the hostilities between Iran and the U.S. are not yet over.
  
  "The proximate trigger is more specific, it’s (oil prices) reacting to Iran’s published draft plan for Hormuz transit conditions, which would ban U.S. and Israeli vessels and require other ’hostile’ countries to pay compensation before passage," said Lin Ye, vice president of commodities market – oil at consultancy Rystad Energy.
  
  "That’s not the market pricing in a bad deal, it’s pricing in confirmation that whatever emerges is a managed/conditional corridor, not a restoration of normal flow," Ye added.
  
  An Iranian lawmaker said a parliamentary committee is reviewing a preliminary bill to ban U.S., Israeli and other vessels deemed hostile from the Strait of Hormuz, and fine violators of the proposed restrictions up to 20% of cargo value, according to Fars news agency.
  
  Iran is seeking fees of between 5% and 7% of the price of cargoes from ships using the strait, according to the senior Iranian official. Oman is discussing fees of around 3%, while Washington wants no fees at all.
  
  Four industry sources have said the proposed deal is not easily workable due to U.S. sanctions and restrictive insurance clauses on any payments.
  
  "This week’s signals on a potential Iran-Oman transit deal have driven a roller-coaster ride in market sentiment but as of now, (it is) left it in the dark as to what needs to happen for the agreement to be clinched," said Vandana Hari, founder of oil market analysis provider Vanda Insights.
  
  Meanwhile, Yemen’s Houthis said they carried out missile and drone attacks on "Saudi deployments" in Marib and Hadramout in Yemen on Thursday.

  Last month, France had to reduce output and shut down nuclear reactors at a record pace without sufficient and safe water supplies to cool its reactors. And now, this week, Hungary had to shut down the Paks nuclear power plant over the weekend in a historic last-ditch effort, effectively cutting off 40 percent of the country’s electricity generation overnight. “Due to the further drop in the Danube’s water level,” Prime Minister Péter Magyar tweeted on Saturday, “tomorrow it will be completely shut down for the first time in 44 years."
  
  Taking Paks offline led to an enormous swing in electricity prices across the region, with costs reaching a blistering €500 a megawatt-hour. And Hungary is not out of the woods yet. This whole week will be a crunch time for the country as temperatures soar to dangerous levels. “An energy crisis situation may arise from Monday,” Magyar went on to warn. “Coordinated steps and self-restraint will be needed to avoid more severe consequences.”
  
  The crippling of Hungary’s energy output is also occurring when access to air-conditioning could be a matter of life and death for vulnerable individuals and the elderly. Nearly half a million people in the world died of heat every year between 2000 and 2019 according to a study from the Lancet, most of whom were elderly and therefore more vulnerable to high temperatures. Under these conditions, air conditioning is not a luxury but a life-saving necessity, preventing approximately 190,000 deaths each year.
  
  And things could soon get a whole lot worse. It’s only the beginning of August, and historically Europe faces its lowest water levels in key waterways like the Danube toward the end of the month or in September. Plus, the impacts of climate change are only going to become more pronounced as time goes on. Europe, the world’s fastest-warming continent, needs to prepare for sweltering heat and water stress quickly becoming the new normal.
  
  “We have to plan our power system so that this might be our new reality,” Zsuzsanna Pató, power system lead for Europe at the non-profit Regulatory Assistance Project, recently told Bloomberg. “We don’t usually have such hot spells, but we just have to get used to it.”
  
  It’s a double-edged sword – the more that round-the-clock clean energy technologies like nuclear and hydropower are needed, the harder they are to maintain and expand. "As it gets hotter, things stop working quite so well," Iain Staffell, associate professor of sustainable energy at Imperial College London, was recently quoted by DW. "I think we do need to adapt the power system to cope with the changing weather," he went on to add.
  
  Nuclear power is far thirstier than many other energy sources, drinking up far more water than renewables like solar and wind power on a per-kilowatt basis. These needs are stymying the growth of the sector in many water-stressed regions, and causing considerable political conflict in places like Australia where water is a precious resource.
  
  But, luckily, according to the Breakthrough Institute, “nuclear reactors don’t need to be so thirsty.” To support the expansion of nuclear power in a changing climate, stricter guidelines are needed for water recycling processes at nuclear power plants. What is more, nuclear reactor design is continuing to evolve at a rapid pace as the sector becomes increasingly competitive and privatized. In the future, some reactors will rely on gas instead of steam, while others will use air cooling or molten salt models, both of which require far less water to operate. Source: Oilprice.com

  To begin the week, Samantha Dart, co-head of global commodities research at Goldman Sachs, told Bloomberg TV, "The situation in Russia is really one thing that worries us a lot."
  
  Dart warned, "I'd say on the oil side, as I mentioned before, diesel, I think is the oil product that is most vulnerable right now, not just because you have your seasonal demand strength ahead just in the winter, but on the supply side. And to your point in the beginning, it's not just that you run war, it's what's happening to the Russian refineries as well. And Russia is usually a pretty big exporter of diesel. And now they have restricted it."
  
  Last month, Goldman analyst Daan Struyven warned that "Diesel is at the epicenter of the supply squeeze."
  
  As global supplies dwindle, US energy exporters on the Gulf of America emerged as the winners, shipping a record 1.9 million barrels to overseas customers last week.
  
  Shipments have exceeded 1.5 million barrels a day for five consecutive weeks, with recent cargoes heading to northwestern European ports - the epicenter of a global diesel shortage caused by Gulf area refinery disruptions through Hormuz and Ukrainian attacks on Russian refining capacity.
  
  The trade-off from surging diesel exports is that US distillate stockpiles have fallen to their lowest seasonal level since 1996, raising the risk of a tighter domestic market heading into the fall demand surge. Source: Oilprice.com

  As of Aug. 06, the MABUX Market Differential Index (MDI), which measures the spread between Market Bunker Prices (MBP) and the MABUX Digital Bunker Benchmark (DBP), registered the following dynamics across the four major global bunkering hubs—Rotterdam, Singapore, Fujairah, and Houston:
  
  • HSFO segment: Fujairah remained the only overvalued port in this fuel segment, with its premium narrowing by $6. The other three ports continued to be undervalued. Discount levels widened by $11 in Rotterdam, $11 in Singapore, and $1 in Houston. Houston's MDI stayed above the $100 threshold.
  
  • VLSFO segment: All four ports remained overvalued. Premiums narrowed by $11 in Rotterdam, $25 in Singapore, and $6 in Fujairah, while remaining unchanged in Houston. Singapore's MDI fell below the $100 threshold, whereas Fujairah continued to register a premium above this level.
  
  • MGO LS segment: All four ports continued to be undervalued. Discount margins widened significantly, increasing by $49 in Rotterdam, $74 in Singapore, $64 in Fujairah, and $18 in Houston. Fujairah's MDI moved above the $100 threshold, while Rotterdam and Singapore remained well above this level.
  
  MABUX expects Global bunker market to undergo a slight upward correction on Aug. 07: 380 HSFO: plus 5-12 USD/MT, VLSFO: plus 5-14 USD/MT, MGO LS: plus 3–15 USD/MT.
