  Looking to curb soaring oil prices, U.S. Treasury Secretary Scott Bessent said the U.S. may soon remove sanctions from Iranian oil stranded on tankers, and said a further release of crude from the U.S. Strategic Petroleum Reserve was possible.
  
  Brent futures fell $1.36, or 1.3%, to $107.29 a barrel as of 0330 GMT, while U.S. West Texas Intermediate (WTI) crude fell $1.92, or 2.0%, to $94.22.
  
  Still, for the week, benchmark Brent was on track to rise nearly 4%, after Iran hit oil and gas facilities in the Gulf states forcing production to be shut in.
  
  WTI, however, was set to fall more than 4% in its first weekly decline in five weeks.
  
  Both benchmarks shed some of their "war premiums" on Friday morning after world leaders started to acknowledge a need for restraint and de-escalation, said Priyanka Sachdeva, senior market analyst at Phillip Nova. She added that markets will remain sensitive to the critical Hormuz chokepoint.
  
  "The damage has been inflicted, and even if safe passage for tankers is somehow negotiated through Hormuz, reviving logistics fully fledged can take an awfully long time," Sachdeva said.
  
  "Till then, any direct hit on export infrastructure or tanker routes could push prices sharply higher, while sustained diplomatic engagement may cap rallies and accelerate the unwinding of the war premium."
  
  In a joint statement on Thursday, after earlier hesitating, Britain, France, Germany, Italy, the Netherlands and Japan expressed "our readiness to contribute to appropriate efforts to ensure safe passage through the Strait", through which 20% of the world’s oil and LNG transit.
  
  Meanwhile, U.S. President Donald Trump said he had told Israeli Prime Minister Benjamin Netanyahu not to repeat attacks on Iranian energy infrastructure.
  
  In a boost to U.S. supply, North Dakota’s crude output is expected to rise this month and in following months as operators in the third-largest oil-producing ‌state restart inactive wells and winter restrictions are eased, the state’s regulator said on Thursday.
  
  The North Dakota Department of Mineral Resources said, however, the pace of activity would depend on how long oil prices stay high and that oil majors’ budgets have already been set.

  The record high imports from Russia come as a replacement for lost fuel oil supply from the Middle East amid the escalating war between the United States, Israel, and Iran. More than half of those 3 million tons are going to Southeast Asia, at between 1.7 million and 1.9 million tons, the data also showed, with China taking in the rest, or an estimated 1.2 million to 1.5 million tons.
  
  “The disruption in fuel oil flows has an outsized impact on HSFO supplies relative to low-sulphur fuel oil supplies, as the blockade has also curtailed medium- and heavy-sour crude flows out of the Strait of Hormuz, tightening the overall crude supply complex,” Vortexa senior market analyst Xavier Tang commented, as quoted by Reuters.
  
  The Middle East energy exports disruption prompted the U.S. federal government to issue sanction waivers for Russian crude and petroleum products in floating storage in a bid to ease prices a bit. Asian energy importers have clearly rushed to take advantage of that. However, if the Middle East paralysis of exports extends, Russian fuel oil will fall short of meeting Asian demand, one LSEG analyst said.
  
  Shortages are on the cards for all fuels because of cuts in refinery run rates across the Middle East, following production shut-ins as producer countries run out of storage space. Theoretically, they could process that crude with nowhere to put it, but with the Strait of Hormuz effectively closed, those fuels would also need to be stored, hence the run rate reductions.
  
  “The Strait of Hormuz remains blocked and crude availability remains a concern, meaning the market should remain bullish overall in the coming weeks or months,” Energy Aspects analyst Royston Huan said, as quoted by Reuters. Source: Oilprice.com

  The Samref refinery, a joint venture of Saudi oil giant Aramco and U.S. supermajor ExxonMobil, has the capacity to process about 400,000 barrels per day of crude into gasoline, jet fuel, diesel, marine fuel oil, propane, and sulfur. A total of 35% of the production is gasoline, while heating oil and diesel account for 30% of the product slate.
  
  Aramco and Exxon have just agreed to expand the facility into an integrated petrochemical complex.
  
  The refinery with a vital location on the Red Sea is now apparently considered a legitimate target by Iran’s Islamic Revolutionary Guard Corps, which issued on Thursday warnings of evacuation for oil facilities in Saudi Arabia, the United Arab Emirates (UAE), and Qatar, including the Samref refinery.
  
  Brent Crude prices jumped early on Thursday as Iran escalated attacks against energy infrastructure in the region and threatened that more attacks would target the Gulf oil and gas producers.
  
  Aramco, for its part, has reportedly restarted operations at the Kingdom’s biggest refinery, Ras Tanura on the Gulf, which was shut as a precaution in the early days of the war following a drone strike in the area.
  
  Iran targeting the complex at Yanbu, however, could threaten the only route of Saudi crude out of the region.
  
  Yanbu is the only currently open export route for the Saudi Arab Light crude, as the Kingdom is scrambling to boost loadings from the port with the Strait of Hormuz de facto closed.
  
  The Saudis are expected to boost oil exports through Yanbu to a record high of 3.8 million barrels per day (bpd) this month.
  
  Of particular concern to these plans is the Bab el-Mandeb Strait, where the Iran-aligned Houthis targeted vessels two years ago, but have been noticeably absent from the conflict so far. Source: Oilprice.com

  “With this huge outage of supply it is just a matter of time where prices really catch up with the fundamentals here and we just see how bad things are,” Amena Bakr, Kpler’s Head of Middle East and OPEC+ Insights, told CNBC International.
  
  This is a supply shock – not only of oil – that hits the world, Bakr added, noting that despite the war, the OPEC+ alliance is likely to survive as-is, as OPEC did in previous conflicts between some of its members.
  
  Early on Thursday, Brent oil prices soared by 6% to above $114 per barrel as the Iranian attacks on Middle Eastern oil infrastructure continue while the Strait of Hormuz remains closed to vessels other than Iranian cargoes.
  
  Wednesday’s strike on Iran’s huge South Pars gas field has prompted Iran to retaliate by attacking energy infrastructure in Qatar and Saudi Arabia.
  
  Iran hit Qatar’s Ras Laffan industrial complex, the world’s largest liquefied natural gas facility, with QatarEnergy confirming “extensive damage” on the site that has been halted since the beginning of the war.
  
  Separately, reports emerged that the Samref refinery at Yanbu on Saudi Arabia’s Red Sea coast has also been targeted, with a minor impact.
  
  The Iranian retaliation “raises fears of a more prolonged disruption to Persian Gulf energy supplies,” ING commodities strategists Warren Patterson and Ewa Manthey said on Thursday.
  
  Attacks on energy infrastructure eclipse the efforts of the U.S. Administration to contain the surge in oil prices and, “especially amid retaliation, point to additional upside for prices,” the strategists added.

  About 60 million barrels of American crude grades are set to be loaded for Asia next month, according to Bloomberg’s trade sources, as Asian refiners are scooping up non-Middle Eastern supply from all other regions since the de facto closed Strait of Hormuz has trapped most of the crude production in the Gulf.
  
  The purchases have also been made at steep premiums over Dated Brent as Asia scrambles to replace part of the barrels from its key sourcing region, the Middle East.
  
  The U.S. Midland crude remains competitively attractive into Asia against the Murban grade from Abu Dhabi, given how constrained supply from the Persian Gulf remains, Kpler said in an analysis earlier this week.
  
  “That matters even more as buyers look beyond prompt coverage into May and June runs,” Kpler noted.

  Japanese refiners have boosted purchases of U.S. crude, with about 3 million barrels of Midland fixed for April loading, according to market sources who spoke to Kpler.
  
  “Reserve releases from Japan and South Korea should help cover near-term shortages rather than eliminate the need for imports altogether,” the energy intelligence firm noted.
  
  As the shock to supply from the Middle East doesn’t appear to end soon, Asian refiners are boosting arbitrage buying, including from the United States, Kpler’s Senior Crude Oil Analyst, Muyu Xu, says.
  
  Japanese refiners are likely buying at least 13 million barrels of U.S. WTI and Mars for April-loading, potentially the highest monthly level on record, according to Xu.
  
  Thailand’s PTT is said to have bought March-loading North Sea Forties and Angolan crude, while South Korea’s GS Caltex purchased two April-loading cargoes of Kazakh-origin CPC Blend, according to Argus Media.
  
  Chinese refiners, meanwhile, have placed orders for at least 9 million barrels of April-loading West African crude on top of the term volumes and continue to buy up March- and April-loading Brazilian crude, Kpler’s Xu notes. Source: Oilprice.com
