  Brent futures rose $2.12, or 2.4%, to $91.34 a barrel at 10:53 a.m. EDT (1453 GMT). U.S. West Texas Intermediate crude rose $1.80, or 2.2%, to $85.03.
  
  Brent was on track for its highest close since June 10, WTI for its highest since June 11. Brent was in technically overbought territory for a seventh day in a row.
  
  Two oil tankers carrying Saudi crude to Asia reversed course in the Red Sea on Tuesday after threats from Yemen’s Iran-aligned Houthis. U.S. forces bombed targets in the south and west of Iran overnight, Tehran targeted U.S. sites in Bahrain, Kuwait and Jordan and at least one tanker was hit in the Strait of Hormuz.
  
  "The optimist may see the latest American attacks as a last attempt to strengthen the negotiating position before a compromise is reached and the Strait of Hormuz is reopened," an SEB Research note said.
  
  "However, the risk is a more prolonged stalemate, with continued uncertain energy flows, higher oil prices and recurring attacks."
  
  The Houthis announced a naval blockade on Saudi Arabia on Monday, expanding the conflict and raising the threat to global energy supplies and trade beyond the Gulf.
  
  The two tankers, which loaded Saudi crude bound for China and India this week, made U-turns and were headed toward the Suez, shipping data on LSEG showed. However, sources said Saudi Arabia’s Red Sea port of Yanbu was operating normally.
  
  "The threats of a naval blockade on Saudi Arabia by the Houthis are significant because they raise the risk of disruption to another major oil exporter," said Tim Waterer at KCM Trade.
  
  Crude oil exports from Saudi Arabia fell for a third straight month in May to a record low, data from the Joint Organizations Data Initiative (JODI) showed on Tuesday.
  
  In Asia, meanwhile, fuel oil markets extended gains on Tuesday on worries about the Houthi naval blockade threat against Saudi Arabia through the Red Sea’s southern gateway.
  
  U.S. OIL INVENTORIES
  
  The oil market waited for weekly storage reports from the American Petroleum Institute (API) trade group later on Tuesday and the U.S. Energy Information Administration (EIA) on Wednesday.
  
  Analysts estimated energy firms pulled 0.5 million barrels of crude from storage during the week ended July 17.

  Brent crude futures eased 35 cents, or 0.4%, to $88.87 per barrel by 0052 GMT, while U.S. West Texas Intermediate crude for September delivery was steady at $82.47 a barrel. Both contracts were trading below their highest levels in more than a month hit in the previous session.
  
  Yemen’s Iran-aligned Houthis said on Monday they would impose a naval blockade on Saudi Arabia, opening a potential new front against the U.S. in its war on Iran and raising the threat to global energy supplies and trade beyond the Gulf.
  
  "The threats of a naval blockade on Saudi Arabia by the Houthis are significant because they raise the risk of disruption to another major oil exporter," said Tim Waterer, chief market analyst at KCM Trade.
  
  Separately, a senior Iranian official told Reuters that Tehran had received a proposal from mediators for a 10-day ceasefire in efforts to salvage an interim deal signed on June 17, intended to pave the way for a lasting agreement to end the war that began on February 28 with U.S.-Israeli attacks on Iran.
  
  The diplomatic push followed another night of U.S. strikes on Iranian cities and attacks by Iran’s Revolutionary Guards on U.S. military assets across the region. Later on Monday, U.S. Central Command said it had begun another round of strikes on Iran.
  
  "(Oil) has come a long way already and it certainly has the potential to go higher again. However, in the short term the overnight talk of de-escalation and peace talks appears to be capping the upside for the time being. Whether anything comes from those peace talks remains to be seen," IG market analyst Tony Sycamore said in a note.

Read more The global oil market is much more exposed to the latest re-escalation in the Middle East, as most of the buffers that cushioned the initial shock of the Iran war are wearing thin and unable to prevent the next oil price spike.
  
  For weeks, market participants were too complacent that the U.S.-Iran memorandum of understanding would reopen the Strait of Hormuz and the oil flows would recover steadily by the end of the third quarter.
  
  The reality dawned on the oil market last week, when the re-escalation all but closed the Strait of Hormuz, again, and the surge of tankers evacuating from the Persian Gulf abruptly stopped.
  
  Oil prices hit $90 per barrel early on Monday as supply concerns resurfaced with the Strait essentially closed again and tanker traffic at multi-month lows to the level from before the MoU, which appears to be all but dead now.
  
  Prices could go much higher if the renewed conflict drags on for a few more months, as the world has now drained a lot of the buffers that had kept oil surges in check between March and May.

  Oil prices did hit $100 per barrel, and even higher at the end of the first quarter and early in the second quarter. But releases from strategic reserves globally, and reduced demand in Asia with switching to coal, fuel savings measures, and China slashing its crude oil imports to a decade low, helped cushion the price impact from a closed Strait of Hormuz.
  
  The new closure of the key oil chokepoint comes as the world has exhausted the buffers on which it relied in the second quarter. Drained strategic and commercial inventories in many key oil-consuming economies, including the United States, are setting the stage for further oil price rallies during the busiest oil demand season.
  
  The U.S. Strategic Petroleum Reserve (SPR), for example, has been drained to the lowest level since 1983, following a 172-million-barrel release in the second quarter. As of July 10, the SPR held 316.5 million barrels in the underground salt caverns in Texas and Louisiana, which was the lowest weekly ending stocks of crude oil in the reserve since the first half of 1983, per the latest data from the Energy Information Administration (EIA).
  
  It’s not only the U.S. emergency reserve that’s been drained to the lowest in decades—inventories have crashed globally as governments and refiners used stockpiles to offset part of the massive supply loss from the Middle East.
  
  Even China, which is believed to have amassed 1.3 billion barrels of crude oil in stockpiles before the Iran war, has started to tap these stocks as it slashed imports to the lowest since 2018 amid high prices and constrained flows from the Middle East.
  
  The initial shock from the war was largely absorbed by slashed oil demand in Asia, higher production in the Americas, and inventories.
  
  “The estimated market deficit of about 4.0 million barrels a day in March–May was met almost entirely by drawing down global stocks, including commercial inventories in China and strategic reserves,” economists at the International Monetary Fund said in a note last week.
  
  However, “As tensions flare again in the Strait of Hormuz, that room is now smaller and shrinking further as spare capacity has been deployed, demand has compressed, and inventories have been drawn down,” the IMF warned.
  
  The fund’s commodities experts noted that the buffers that helped prevent a larger price spike in the second quarter are now running low.
  
  “Unless inventories are replenished, the world will start from a weaker position when the next shock comes,” they said.
  
  The market is now more vulnerable to the next shock as “the issue for the oil market is that SPR releases, which have offered some relief during the war, are set to cease around the end of this month,” ING’s commodities strategists Warren Patterson and Ewa Manthey wrote in a note early on Monday.   The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) said the government’s objective remains achievable as faster permitting, quicker crude sales approvals and other regulatory reforms improve conditions for upstream investment.
  
  “The national target is to get to 3 million barrels by 2030–I believe we are able to get there,” NUPRC Chief Executive Oritsemeyiwa Eyesan said.
  
  Authorities have also introduced tax incentives and other measures under President Bola Tinubu aimed at attracting new capital into the sector.
  
  The optimistic outlook follows a steady recovery in Nigerian production. Average crude output reached 1.56 million barrels per day in June, the highest monthly level since April 2020, while combined crude oil and condensate production climbed to 1.735 million bpd. Nigeria has now exceeded its OPEC+ crude production quota for two consecutive months as improved security, fewer pipeline disruptions and stronger operational performance supported higher output.
  
  Momentum has also been helped along by new upstream investment. Earlier this month, ExxonMobil announced it would begin drilling a 40,000-barrel-per-day oilfield from August, while Renaissance Africa Energy reported a new oil discovery. Nigerian-owned producers now account for approximately 60% of national crude production, with higher oil prices encouraging operators to reactivate mature fields and restart previously idle wells.
  
  Industry analysts caution that restoring production at mature fields alone will not be enough to achieve the government’s 2030 target, according to Bloomberg.
