  Oil prices hovered around both sides of the flatline on Wednesday, paring back some earlier gains, as investors held guarded optimism for a Middle East peace deal and gauged reports of a fresh attack on a Saudi ship by Iran-backed Houthis in Yemen.

  As of 09:40 ET (13:40 GMT), Brent crude futures, the global benchmark, had edged up by 0.3% to $79.62 per barrel, while U.S. West Texas Intermediate (WTI) crude futures were lower by 0.4% at $75.52 per barrel. Both benchmarks tumbled more than 5% in the prior session, extending sharp losses from Monday.
  
  The Houthi militant group claimed responsibility for a missile attack on a Saudi oil tanker off the coast of Yanbu, a key city for Saudi crude oil production, Reuters reported, adding that there was no immediate confirmation from Saudi officials.
  
  The strike comes as Axios reports that the U.S., Iran, and Oman are nearing an interim agreement to reopen the Strait of Hormuz, with Washington aiming to announce the deal on Wednesday. However, Iranian media outlets reported that an agreement to reopen the waterway will be delayed so long as U.S. threats continue.
  
  U.S. President Donald Trump said the White House held "very good" talks with Iran during a marathon round of negotiations on Tuesday. In particular, Trump told Fox News that the Strait of Hormuz, a vital waterway for global shipping traffic, will be "open very soon," although he warned that Iran is going to "get hit really hard" should Tehran back out of a possible agreement.
  
  Meanwhile, Qatar said on Tuesday that an interim proposal had been drafted as mediators worked to narrow differences between Washington and Tehran. Trump discussed efforts to de-escalate tensions in Iran with Qatar’s Emir Sheikh Tamim bin Hamad Al-Thani in a phone call on Tuesday, according to Qatar’s government.
  
  The proposal aims to restore navigation through the Strait of Hormuz, through which about one-fifth of global oil and liquefied natural gas flowed prior to the outbreak of the Iran war in late February. Shipping traffic through the Strait of Hormuz and the Bab el-Mandeb, another key channel which links the Red Sea to the Gulf of Aden, was stable on Tuesday versus the prior day, Reuters reported, citing ship-tracking data. However, flows in the region remain far below pre-conflict levels.
  
  Risks remain elevated for tankers in the region, especially after another commercial vessel came under attack near the Strait of Hormuz on Tuesday.
  
  Analysts flagged that traders have become accustomed to a recurring cycle of threats and pullbacks between the U.S. and Iran. Last weekend, Trump called off new strikes on Iran, after both sides exchanged days of air attacks that all but dismantled a previous framework ceasefire deal signed in June.
  
  Elsewhere, industry data released late on Tuesday pointed to a build in U.S. crude stockpiles. The American Petroleum Institute (API) announced that crude oil inventories rose by 2.69 million barrels in the week ended July 31, compared with analysts’ expectations for a draw of about 2 million barrels.   Singapore-based Muar LNG, and its sister company, Straits Bio-LNG, are developing an integrated LNG storage and bunkering terminal at the Maharani Freeport Industrial Park in Muar, along the Strait of Malacca.
  
  The first phase, scheduled to begin operations in 2027, will include 135,000 cbm of LNG storage capacity and two dedicated LNG bunkering berths.
  
  It will offer wharf-to-ship bunkering as well as reloading facility for LNG bunker vessels.
  
  A second phase would double the storage capacity and add a third dedicated bunkering berth, although no timeline has been announced.
  
  The terminal will also feature a full boil-off gas management system and shore power facilities.

  Brent crude futures rose 26 cents, or about 0.33%, to $79.62 a barrel by 0110 GMT. U.S. West Texas Intermediate futures rose 0.16%, or 12 cents, to $75.90 a barrel.
  
  Qatar said on Tuesday mediators were making progress in efforts to end the war, driving oil prices lower, although Tehran has denied U.S. President Donald Trump’s assertion that talks are already under way. Brent closed on Tuesday below $80 a barrel for the first time since July 13.
  
  “The main sticking point appears to be whether Iran will continue to insist on a degree of control over the waterway, and whether the U.S. will stand its ground and refuse that outcome,” analysts from IG said in a note.
  
  Brent closed more than 5% lower on Tuesday after the comments from Qatar, extending Monday’s steep losses on hopes that an arrangement could soon be reached. Prior to the beginning of the war some 20% of the world’s oil and liquefied natural gas transited through the strait, and in March alone prices rose 50%.
  
  Trump and Qatar’s Emir Sheikh Tamim bin Hamad Al Thani discussed efforts to narrow differences between Washington and Tehran and improve the prospects for a lasting settlement during a phone call on Tuesday, Qatar’s Emiri office said.
  
  Trump said on Monday that talks with Tehran had started and Iran faced a "last chance" to reach a deal. Iranian officials insisted no negotiations with the U.S. were taking place.
  
  U.S. crude and gasoline inventories rose while distillate stocks fell last week, market sources said on Tuesday, citing data from the American Petroleum Institute.
  
  Crude stocks rose by about 2.7 million barrels in the week ended July 31, the sources said on condition of anonymity.
